The French Political Permacrisis: The Beginning of a New Political Era
In October 2022, when Rishi Sunak took over as British prime minister, he became the fifth consecutive UK leader to occupy the role in six years.
Triggered in the UK by Britain's EU exit, this signified exceptional governmental instability. So what term captures what is occurring in the French Republic, now on its sixth premier in 24 months – with three in the past 10 months?
The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the cost of his government’s survival.
But it is, at best, a short-term solution. The EU’s number two economic power is trapped in a ongoing governmental crisis, the likes of which it has not witnessed for many years – possibly not since the start of its Fifth French Republic in 1958 – and from which there appears no easy escape.
Minority Rule
Essential context: from the moment Macron initiated an risky early parliamentary vote in 2024, France has had a divided assembly separated into three warring blocs – left, the far right and his own centrist coalition – without any group holding a clear majority.
Simultaneously, the nation faces twin financial emergencies: its debt-to-GDP ratio and deficit are now almost twice the EU threshold, and hard constitutional deadlines to approve a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were ousted by the assembly.
In mid-September, the leader named his close ally Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he faced fury from both supporters and rivals.
To such an extent that the next day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in modern French history. In a respectful address, he cited political rigidity, saying “partisan attitudes” and “certain egos” would make his job all but impossible.
A further unexpected development: shortly after Lecornu’s resignation, Macron requested he remain for another 48 hours in a final attempt to salvage cross-party backing – a task, to put it mildly, not without complications.
Next, two of Macron’s former PMs publicly turned on the embattled president. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) declined to engage with Lecornu, vowing to reject any and every new government unless there were early elections.
Lecornu persisted in his duties, engaging with all willing listeners. At the end of his 48 hours, he appeared on television to say he thought “a solution remained possible” to prevent a vote. The president’s office announced the president would name a fresh premier 48 hours later.
Macron kept his promise – and on that Friday appointed … Sébastien Lecornu, again. So recently – with Macron commenting from the wings that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s critical test. Could he survive – and is he able to approve the crucial budget?
In a high-stakes speech, the young prime minister spelled out his budget priorities, giving the centre-left Socialist party (PS), who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be frozen until 2027.
With the right-wing LR already supportive, the Socialists said they would not back no-confidence motions tabled against Lecornu by the extremist factions – meaning the administration would likely endure those votes, scheduled for Thursday.
It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be demanding further compromises. “This move,” said its head, Olivier Faure, “is only the beginning.”
A Cultural Shift
The problem is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, like the PS, the conservatives are themselves divided over how to handle the new government – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how difficult his mission – and longer-term survival – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and UDR seek his removal.
To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth unstable premier in two years is, similar to his forerunners, toast.
Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the divided parliament musters collective will to pass a budget by year-end, the outlook afterward look bleak.
So does an exit exist? Early elections would be doubtful to resolve the issue: polls suggest pretty much every party bar the RN would lose seats, but there would remain no decisive majority. A fresh premier would confront identical numerical challenges.
Another possibility might be for Macron himself to resign. After a presidential vote, his replacement would disband the assembly and aim for a legislative majority in the following election. But that, too, is uncertain.
Polls suggest the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that French electorate, having chosen a far-right leader, might think twice about handing them control of parliament.
Ultimately, France may not escape its predicament until its politicians acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, absolute victory is obsolete, and negotiation doesn't mean defeat.
Many think that cultural shift will not be feasible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions typical across Europe. The Fifth Republic could be in its final stage.”
